The maximum theoretical abatement potential has been calculated at less than €40/tonne. For the realistic abatement potentials, lower realisation rates are assumed. The realisation rates reflect opinions of experts and are broadly consistent with EPA sector specific marginal abatement cost curves, but with realisation rates shown explicitly. The theoretical potential has been combined within some areas in order to eliminate double counting for non-additive measures.
The costs of measures are assumed to be constant in real terms, i.e., no significant technological development.
Major uncertainties relate to the institutional capability of developing countries, especially the poorest countries, and the actual measurability and monitoring of emissions and measures.
